This pin chuck has a machined 1/4" shank and is intended for holding small drills in a larger chuck. It is supplied with three collets covering a size range from zero to 2.5mm.

Although these are supposed to be machined, they are totally useless!! The smallest collet makes the wee drill wobble all over the place.
A waste of mone!!!

The run-out makes these chucks quite useless

Sadly, this just isn't accurate enough, particularly the smallest collet. In particular, it seems to struggle to keep a small bit straight. Resulting stresses tend to break bits. There are better options. I'm having far more success with a jeweller's pin vice in this role (mine's not sold by Axminster but it looks just the same as theirs).
